(2009-2011) ZEUS-based Control Centre of MAVIR ZRt.

Implementation report

MAVIR ZRt. (MAVIR Hungarian Independent Transmission Operator Company Ltd.) decided to merge its five existing regional control centres into one national control centre. The decision was made in 2007, then after the preparation of implementation (design concept, study of implementation, system design) in 2009 the design and construction has started. This Control Centre fulfils three main duties: network management, network operation and transmission system operation, all carried out by independent workstations. The network management and network operation staff use Prolan’s ZEUS SCADA system, while the transmission system operators use the SIEMENS SPECTRUM EMS/SCADA and Prolan’s ZEUS SCADA system together.

The task of Prolan ZRt. was the implementation of such a system that fully supports the reliable remote control and monitoring of the substations. The system has to provide adequate redundancy and has to support smooth transition from the regional control centres to the national control centre, without the need of re-testing the existing substation automation functions and their corresponding screens. That wasn’t an easy task because the former regional control centres have been implemented in five years, in five different locations of the country, continuously taking into consideration the various user needs.

The new national control centre located in a different location than the regional centres is a redundant system that manages a large amount of Input/Output data, namely all data of the substations of the Hungarian grid. Prolan has developed numerous new functions in the ProField RTU and ZEUS SCADA:

  • Bay level authority system that provides distribution of control authority between the three central user groups and the local SCADA.
  • Automatic switching sequence function that can be started either from the ZEUS or SPECTRUM system and is suitable to carry out complex switching sequences, involving several substations.
  • Among the new ZEUS functions we can highlight the database-based event log, the alarm list, the function providing maintenance data and the function that preserves operator settings. In order to provide proper safety and comfort the operator workstations have four monitors and the workstations can be switched any time to the backup system.
  • The SCADA screens have been unified, which means that the screens have to be created once, then they are generated automatically to the different locations (backup system, local SCADA). All substation screens had to be modified due to the increased number of information to be displayed and also because of the changed section colouring convention.

Prolan had allocated a team consisting of 10 engineers and a time period of one and a half years to accomplish the task. Deadlines were kept exactly in spite of the significant amount of development. The atmosphere of the commissioning was friendly, the project team of the customer – MAVIR ZRt. – and the general contractor – OVIT ZRt. (OVIT National Power Line Company Inc.) – had confidence in our team and they were near us even if we encountered problems during works. This success was due to the more than 15 years of successful cooperation, which made us feel almost like an external department. MAVIR ZRt. became satisfied with the newly created system and we trust that they count on the engineer team of Prolan ZRt. when preparing their next-generation system.
